CAPT John Boyd is the Director of the Department of the Navy’s Identity Management Capability, serving in the Office of the Assistant Secretary of the Navy (Research, Development, and Acquisition). As the technology lead for Identity Management in the maritime domain, he leads solution development efforts in forensics, biometrics for strong identification of personnel, and the employment of identity information to inform decision making in screening and access control applications across military and law enforcement operations. He spent 12 of his 26 years on active duty serving in four nuclear-powered submarines, qualifying for command in 1992. In the Navy Reserves, he most recently commanded the OPNAV N1 reserve unit in Washington, DC and the Naval Submarine Support Center reserve unit in New London, CT. In one of his many careers, he managed operations at chemical plants around the country. Later, he supported the Joint Requirements Office for Chemical, Biological, Radiological, and Nuclear Defense, leading information systems requirements generation and resource efforts. As a project manager, he led a team at OPNAV N867 in the identification and resourcing of capabilities required to fight the Global War on Terrorism in the maritime domain. CAPT Boyd holds a Bachelor of Science in Physics from the Virginia Military Institute, a Master of Science in Operations Analysis from the Naval Postgraduate School, and a Master of Arts in National Security and Strategic Studies from the Naval War College.
